- Secretary's Report: There was no report available.
- Financial Report: Linda presented the report. There
was a discussion regarding reimbursement for attending Governing Council.
Bill wants some guidelines set up to include eligibility and amount.
- Old Business:
- Calendar Updates. The calendar is located at
http://www.northerncouncil.org. Our web site is updated as items are
given to Bill. Bill submits competition announcements to U.S. Figure
Skating to be posted on their web site.
St Lawrence Centre Spring School: 5/10 - 6/4/2004. Test session 6/5/2004.
Ogdensburg FSC test session: 1/18/2005.

- May meeting
- The 12/4 plan was rescinded.
- REFER the following to the Membership Committee for further study:
MR 7.01B – It shall be an unfair practice for a member club,
full or provisional, to conduct tests or sanctioned events such as
carnivals, exhibitions, USFSA basic skills programs or competitions
at the principal skating headquarters of another member club (full
or provisional), without first having obtained the consent of the
other member club.
This means there is no change from current practice.
- U.S. Figure Skating will assume the management of the U.S. Figure
Skating Championships.
- DID NOT APPROVE a request for provisional approval of a two-tier
senior free skating test structure and accompanying two-tier senior
regional competition structure to take effect in the 2005-2006 competition
season. Final approval of rules necessary to implement the structure
will be presented to the 2005 Governing Council after the impacts
of the proposal are studied and all related issues are fully addressed.
This proposal requires new test and competition rules.
This means the requirements are the same next year as last year.
- APPROVED to amend the following age definitions:
CR 48.02 (G)(1): Adult skaters must be at least 21 years of age with
the majority of the skaters 25 years of age or older.
CR 48.02 (G)(2): Master skaters must be at least 25 years of age with
the majority of the skaters 35 years of age or older.
CR 48.03 (A): Preliminary skaters must not be older than 11 years
of age with the majority of the skaters 9 years of age or younger.
CR 48.03 (B): Junior Classic skaters must be at least 12 years of
age with the majority of the skaters 18 years of age or younger.
- Approved to amend the following team sizes:
CR 48.02 (F) - Collegiate synchronized team: A team of 12 –
20 skaters.
CR 48.02 (G) (2) - Master synchronized team: A team of 12 –
20 skaters.
- Collegiate teams may progress directly to U.S. Synchronized Team
Skating Championships this year but will have to qualify at sectionals
beginning with the 2005-2006 skating season.
- Bill Mein was appointed chair of the Collegiate Program Committee
for a third term.
- Dann Krueger was appointed chair of the Synchronized Team Skating
Committee for a first term.
- Local sanctions officers have not been announced yet.
