   2. Midnight Blues - was added to International Dance Test.
   3. International dances are all one level (no Jr/Sr).
   4. Pre-silver dances no longer have a solo required - effective immmediately.
   5. Pre-gold dances now include the Starlight Waltz.
      Note: Any skater who completes the Pre-gold dances (currently Kilian, Paso Doble and Blues) before September 1^st, 2003, will not be required to take the Starlight Waltz test.
   6. Dance tests: Intermediate Free Dance test is now 2:15. Juvenile Free Dance test is now 2:00.
   7. Logo A new logo is in effect. See the top of the page. Clubs are encouraged to incorporate it as soon as possible.
   8. MIF required for Synchro There is a MIF requirement for synchro effective December 1st - when the teams submit their rosters.

   9. Club election of officers - Names/addresses etc of new club officers are to be sent to headquarters within 10 days of election.
   10. Conflict resolution - Clubs should have a conflict resolution clause their Constitution/Bylaws.
   11. 12/4 plan will come into effect in 2004/2005 season.
   12. Skate w US competition judges must be at least 16 years old.
   13. Test reports can be submitted on-line.
   14. Membership registrations can be done on-line.
   15. Bill Mein thanks the Ogdensburg and Potsdam FSCs for their support for him to attend the Governing Council.
3. Northern Council Officers It is an odd year so we elect the President and Treasurer.
4. Future meetings - Council attendance has been poor of late. We need to decide the frequency of council meetings.
